That the council agenda dated May 21, 2024 be approved as circulated.

That the consent agenda items 6.1 to 6.26 be received and that the regular council minutes of May 7, 2024 be adopted.

That the council meeting be adjourned at 6:36 p.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning two application for zoning by-law amendment for the property located at 17570 Elginfield Road in the Township of Perth South.

That the public meeting pursuant to Section 34 of the Planning Act concerning application for zoning by-law amendment for the property located at 17570 Elginfield Road be adjourned at 6:42 p.m.

THAT the Council of the Township of Perth South receive the report dated May 21, 2024, entitled Zoning By-law Amendment No. Z2-2024, affecting lands described as Lot 20, South Boundary Concession, Blanshard Ward (17570 Elginfield Road), Township of Perth South; AND THAT Council APPROVE Zoning By-law Amendment No. Z2-2024.

THAT the Council of the Township of Perth South receives the report regarding application file B01-24 submitted by Kathryn M. Ritsma Phillips Professional Corporation, for lands described as Part Lot 6, Concession WOR N, Gore of Downie Ward (2944 Road 115), in the Township of Perth South,and defers a decision until further information received.

That Council approve paying the library services invoices for St. Marys and Stratford as follows: January and February 2024 at the 2023 rates and March and April 2024 at the proposed 2024 rates.

That Council approves paying Stratford Public Library and St. Marys Public library invoices in full as submitted; that Council confirms reimbursing of up to 2 non-resident cards per household; and Council confirms that reimbursement of card fees can be provided by cheque or cash.

That the Director of Public Works update report be received for information.

Nes That the Drainage Superintendent update report be received for information.

That Council for the Township of Perth South accepts the recommendation of Brandon Widner of Spriet Associates to award the tender for the Massey Municipal Drain to Robinson Farm Drainage in the amount of $158,300.00 plus HST.

Nes That the accounts payable listing dated May 15, 2024 for the period May 2 to May 15, 2024 in the amount of $256,060.95 and the listing dated May 17, 2024 for the period May 16 to 17 in the amount of $50,034.12 be approved.

That the Treasurer's update report be received for information.

That council approves donating $100 to South Perth Centennial and $100 to Downie Central Public school for fundraising projects.

Nes That the Perth South Council receive the report, dated May 21, 2024, regarding the Canada Summer Jobs 2024 grant program.

That the Clerk's update report be received for information.

That the Township of Perth South do hereby accept the application for the Tile Drainage Loan from John & James Good, in the amount of $37,000.00 subject to the Minister’s approval of the loan interest rate and the loan limit pursuant to the Tile Drain Loan Program.

That the Report regarding the Council Payroll – April 2024, dated May 21, 2024, including total payroll of $5,271.18 be approved

Nes That council approves donating $100, in honour of Jean Aitcheson, to her nursing scholarship through the Stratford Perth Community Foundation in honour of her being awarded the Order of Canada.

That the Mayor's update report for April 2024 be received for information.

That By-law 42-2023 being a by-law for drainage works known as the Levy Drain be given third and final readings and be properly signed and sealed.

That By-law 10-2024 being a by-law for drainage works known as the Sommerville-Bryan Drain be given third and final readings and be properly signed and sealed.

That By-law 20-2024 being a by-law imposing special annual drainage rates upon land in respect of which money is borrowed under The Drainage Act be given first, second and third readings and be properly signed and sealed.

That By-law 22-2024 being a by-law to amend the Township of Perth South zoning by-law for the property located at 17570 Elginfield Road be given first, second and third readings and be properly signed and sealed.

That By-law 23-2024 being a by-law to provide for the licencing, regulating and governing of refreshment vehicles within the Township of Perth South be given first, second and third readings and be properly signed and sealed.

That By-law 24-2024 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
