That the council agenda dated February 20, 2024 be approved as circulated.

That consent agenda items 6.1 to 6.15 be received for information and the the regular council minutes and closed session council minutes of February 6, 2024 be adopted.

That the council meeting be adjourned at 6:35 p.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning two applications for zoning by-law amendments for the properties located at Part Lot 10, Concession 4 and 123 Station Road in the Township of Perth South.

That the public meeting pursuant to Section 34 of the Planning Act concerning applications for zoning by-law amendments for the properties located at Part Lot 10, Concession 4 and 123 Station Road be adjourned at 8:05 p.m.

THAT the Council of the Township of Perth South receive the report dated February 20, 2024 entitled Zoning By-law Amendment Z13-2023, submitted by Andrew and Trish Nickel, affecting lands described as Part Lot 10, Concession 4 (Line 29), Downie Ward, Township of Perth South; and that Council approve Z13-2023.

THAT Council receives the report dated February 20, 2024 prepared by the Planner entitled Perth County Official Plan Amendment No. 222. which was submitted by Caroline Baker on behalf of 2794848 Ontario Ltd affecting lands described as Downie Con 1 Pt Lot 20, Plan 398, Pt Lot 123, Township of Perth South; AND THAT Council receives comments from the public for consideration regarding Official Plan Amendment No. 222 to the County of Perth Official Plan and Zoning By-law Amendment Z03-2023 affecting lands described as Downie Con 1 Pt Lot 20, Plan 398, Pt Lot 123, Township of Perth South.

That the report for the Sommerville-Bryan Drain as prepared by Brandon Widner of Spriet Associates, in accordance with Section 42 of the Drainage Act, be received and adopted.

That the Court of Revision for the Sommerville-Bryan Drain be held on March 5, 2024 at 9:30 a.m.

That Council for the Township of Perth South accepts the recommendation of Brandon Widner of Spriet Associates to award the tender for the Levy Municipal Drain to JC Millwrights Inc. in the amount of $84,009.00 plus HST.

That the Director of Public Works update report be received for information.

Nes That the Drainage Superintendent's update report be received for information.

Nes That the Township of Perth South award the 2024 “A” Gravel Tender PW 2024-01 to McKenzie & Henderson Ltd. in the amount of $309,780.00.

That the Township of Perth South award the 2024 Dust Suppressant Tender PW 2024-02 to Da-Lee Dust Control in the amount of $214,437.39.

That the accounts payable listing dated February 16, 2024 for the period February 3 to 16, 2024 in the amount of $266,528.12 be approved.

That the 2023 Statement of Remuneration and Expense Report, dated February 20, 2024, be received for information.

THAT the Report regarding the Treasurer’s Activity Update for January and February 2024, dated February 20, 2024, be received for information.

THAT the Council of the Township of Perth South receive the report Court Security Prisoner Transportation Program – 2024 Funding Agreement, dated February 20, 2024; AND FURTHER THAT Council authorize the Mayor and Clerk to execute the Agreement between the Township of Perth South and His Majesty the King in Right of Ontario as represented by the Minister of the Solicitor General to secure provincial funding allocation for 2023 under the Court Security and Prisoner Transportation Program administered by the Ministry of Community Safety and Correctional Services

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – January 2024, dated February 20, 2024, including total payroll of $7,491.88 be approved.

That the CAO/Deputy Clerk's update report be received for information.

Nes THAT the Report regarding the Mayor’s Monthly Activity for the month of January 2024, dated February 20, 2024, be received for information.

That By-law 8-2024 being a by-law imposing special annual drainage rates upon land in respect of which money is borrowed under The Drainage Act be given first, second and third readings and be properly signed and sealed.

That By-law 9-2024 being a by-law to amend the Township of Perth South Zoning by-law for the property located at Part Lot 10, Concession 4, Downie Ward be given first, second and third readings and be properly signed and sealed.

That By-law 10-2024 being a by-law for drainage works known as the Sommerville-Bryan Drain be given first and second readings.

That By-law 11-2024 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
