That the council agenda dated February 6, 2024 be approved as circulated and amended.

That Council supports the resolution from the County of Prince Edward regarding Fire Apparatus Life Span Expansion.

That consent agenda items 6.1 to 6.22 be received for information and that the council minutes of January 9, 2024, January 12, 2024 and January 16, 2024 be adopted.

That the council meeting be adjourned at 9:35 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning three applications for zoning by-law amendments for the properties located at 3364 Road 134, 4920 Line 10 and 3176 Road 122 in the Township of Perth South.

That the public meeting pursuant to Section 34 of the Planning Act concerning applications for zoning by-law amendments for the properties located at 3364 Road 134, 4920 Line 10 and 3176 Road 122 be adjourned at 10:09 a.m.

THAT the Council of the Township of Perth South receive the report dated February 6, 2024, entitled Zoning By-law Amendment No. Z18-2023, affecting lands described as Lot 21, Concession 7, Downie Ward (3364 Road 134), Township of Perth South; AND THAT Council APPROVE Zoning By-law Amendment No. Z18-2023.

THAT the Council of the Township of Perth South receive the report dated February 6, 2023, entitled Zoning By-law Amendment No. Z11-2023 affecting lands described as Lot 6, EMR, Blanshard Ward, Township of Perth South (4920 Line 10); AND THAT Council APPROVE Zoning By-law Amendment No. Z11-2023.

THAT the Council of the Township of Perth South receive the report dated February 6, 2024 entitled Zoning By-law Amendment Z19-2023, submitted by John Peter Van Nes, affecting lands described as Part Lot 6, Concession 9, Downie Ward (3176 Rd 122, St. Pauls), Township of Perth South; and THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment Z19-2023.

THAT Perth South Council receive the draft new Perth County Official Plan for information.

That Council for the Township of Perth South reconsider the decision from the January 16, 2024 council meeting regarding Category 3 programs with UTRCA.

That Council approves the Township of Perth South participating in Category 3 programs with UTRCA and enters into an agreement for the programs with UTRCA.

That Council for the Township of Perth South reconsider the decision from the council meeting on July 18, 2023 regarding Category 3 programs with ABCA.

That Council approves the Township of Perth South participating in Category 3 programs with ABCA and enters into an agreement for the programs with ABCA.

That the CBO update report for January 2024 be received for information.

Nes That the accounts payable listings dated February 2, 2024 for the period December 29 to 31, 2023 in the amount of $39,712.07 and for the period January 13 to February 2, 2024 in the amount of $396,412.69 be approved.

THAT the Report of the Deputy CAO/Treasurer entitled Operating and Capital Budget Variance Report as of December 31, 2023, dated February 6, 2024 be received for information; AND FURTHER THAT a Discretionary Reserve named Capital Project Carry forward Reserve be established for the purpose of financing the completion of projects that were funded in a prior year but not completed. This will allow for the timing differences that occur on large construction projects without impacting the analysis of reserve fund balances that occurs throughout the year. AND FURTHER THAT the following reserve fund transfers be completed: a) Transfer $35,000 of the surplus from the Perth Oxford Road reconstruction project be transferred to the Capital Project Carry forward Reserve for the completion of the guiderail installation. b) Green House Gas Reduction Plan savings in the amount of $8,538 be transferred to a Green House Gas Reduction Plan Reserve for future initiatives; c) Transfer Black Creek Water System surplus of $5,713.83 to the Black Creek Water Reserve Fund; d) Transfer St. Pauls Water System surplus of $2,134.10 to the St. Pauls Water Reserve Fund; e) Transfer street light surplus of $1,971 to the Sebringville Street Lights Reserve Fund; f) Transfer funding of $11.56 from the Avonton Street Lights Reserve Fund to cover the deficit incurred; g) Transfer street light surplus of $1,697.29 to the Kirkton/Woodham Street Lights Reserve; h) Transfer street light surplus of $571.30 to the St

THAT the Report regarding the Cancellation, Reduction, and Refund of Taxes in Accordance with Section 357 and Section 358 of the Municipal Act, 2001, dated February 6, 2024 be received; AND FURTHER THAT Council approve the cancellation, reduction, or refund of taxes in accordance with applications made under Sections 357 and 358 of the Municipal Act, 2001 totaling $1,134.18 of which $143.65 is the portion attributed to the Township of Perth South and amounts to be charged back to the County of Perth and School Board(s) are $89.05 and $901.48 respectively.

That By-law 4-2024 being a by-law to amend the Township of Perth South Zoning by-law for the property located at 3364 Road 134 be given first, second and third readings and be properly signed and sealed.

Nes That By-law 5-2024 being a by-law to amend the Township of Perth South Zoning by-law for the property located at 4920 Line 10 be given first, second and third readings and be properly signed and sealed.

That By-law 6-2024 being a by-law to amend the Township of Perth South Zoning by-law for the property located at 3176 Road 122 be given first, second and third readings and be properly signed and sealed.

That By-law 7-2024 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
