That the council agenda dated January 16, 2024 be approved as circulated.

That council sends a letter of support in regards to Item 6.3 - request from AORS to call on the Province of Ontario’s Ministry of Labour, Training, Immigration and Skilled Trades to fully fund the Municipal Equipment Operator Course in 2024 through the Skills Development Fund.

Nes That consent agenda items 6.1 to 6.22 be received for information and that the regular council minutes of December 19, 2023 be adopted.

THAT the Council of the Township of Perth South recommends to the Land Division Committee or its delegated authority that the Township supports application file B42-23 submitted by Scott and Katelyn Thom, for lands described as Lot 19 & 20, Concession 9 (5193 Line 4), Blanshard Ward, Township of Perth South, subject to the conditions listed in the report dated January 16, 2024.

That Council of the Township of Perth South does hereby appoint the following members to sit on the Court of Revision for the Levy Municipal Drain: Councillor Robert Wilhelm, Councillor Jim Van Nes and Deputy Mayor Orr

Nes That the Council meeting recess at 6:42 p.m. in order to convene a Court of Revision relating to the Levy Drain.

Nes That the Court of Revision for the Levy Municipal Drain does hereby accept the recommendations of Brandon Widner of Spriet Associates and further does hereby confirm the drainage assessments as outlined in the Assessment Schedule dated October 11, 2023.

That the Drainage Engineer be authorized to call for tenders for the construction of the Levy Drain 3 with a closing date of Friday, February 16, 2024 at noon.

That the accounts payable listings dated January 12, 2024 for the period December 28, 2023 in the amount of $179,821.71 and for the period January 6 to 12 in the amount of $30 be approved.

That the CAO update report be received for information.

That Council does not support Category 3 programs through the Upper Thames River Conservation Authority.

That Council recommends to the Perth County Road Network Rationalization review committee the following uploads: Whalen Line from Road 151 to Highway 7; Line 32 between Road 130 and Road 140; Line 29 between Road 112 and Highway 7 and Line 29 between Road 130 and Highway 7. And further, that Perth South assume Road 151 from Whalen Line to Line 8.

Nes That the Director of Public Works update report be received for information.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll December 2023, dated January 16, 2024, including total payroll of $5,546.33 be approved.

Nes That By-law 2-2024 being a borrowing by-law for drainage works under the Tile Drainage Act be given first, second and third readings and be properly signed and sealed.

That By-law 3-2024 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
