That the council agenda dated December 19, 2023 be approved as circulated.

Nes That consent agenda items 6.1 to 6.16 be received for information and that the regular council minutes of December 5, 2023 be adopted.

That the council meeting be adjourned at 6:37 p.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning two applications for zoning by-law amendments for the properties located at 5642 Line 8 and 2834 Perth Road 130 in the Township of Perth South.

THAT the Council of the Township of Perth South receive the report dated December 19, 2023 prepared by the Planner entitled Zoning By-law Amendment No. PS-Z12-2023 affecting lands described as Lot 9, Concession 4 (5642 Line 8), Blanshard Ward, Township of Perth South. AND THAT Council APPROVE Zoning By-law Amendment No. PS-Z12-2023.

THAT the Council of the Township of Perth South receive the report dated December 19, 2023 prepared by the Planner entitled Zoning By-law Amendment No. PS-Z15-2023 affecting lands described as Concession 12, Lot 16, Less Highway, Downie Ward (2834 Perth Road 130), Township of Perth South. AND THAT Council APPROVE Zoning By-law Amendment No. PS-Z15-2023

That the report for the Levy Drain as prepared by Brandon Widner of Spriet Associates, in accordance with Section 42 of the Drainage Act, be received and adopted.

That the Court of Revision for the Levy Drain be held on January 16,2024 at 6:30 p.m.

That the Director of Public Works update report be received for information.

Nes That the Drainage Superintendent update report be received for information.

That the accounts payable listing dated December 15, 2023 for the period December 2 to 15, 2023 in the amount of $175,833.39 be approved.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – November 2023, dated December 19, 2023, including total payroll of $5,554.37 be approved.

THAT the Reports submitted by Gallagher Benefits Services (Canada) Group Inc., (Gallagher) be received; and, THAT staff be directed to bring a further report to Council with an implementation strategy addressing the costs of implementation and the potential for a phased in approach to operationalizing the Gallagher recommendations.

THAT the Fire Master Plan and Community Risk Assessment report be received; and, THAT staff be directed to issue a Request for Proposals for the development of the Township of Perth South’s Fire Master Plan and, if necessary, the Township’s Community Risk Assessment

That Council approves renewing the Stratford Chamber of Commerce membership for one year.

That the CAO activity report be received for information.

That Council directs staff to bring a report on potential Perth South roads to be considered for the Perth County Road Network Rationalization.

That council approves join Plympton-Wyoming to join the hearing regarding the outstanding rail invoices.

Nes THAT the Report regarding the Mayor’s Monthly Activity for the month of November 2023, dated December 19, 2023, be received for information.

That By-law 42-2023 being a by-law for drainage works known as the Levy Drain be given first and second readings.

That By-law 49-2023 being a by-law to amend the Township of Perth South Zoning by-law for the property located at 5642 Line 8 be given first, second and third readings and be properly signed and sealed.

That By-law 49-2023 being a by-law to amend the Township of Perth South Zoning by-law for the property located at 2834 Perth Road 130 be given first, second and third readings and be properly signed and sealed.

That By-law 50-2023 being a by-law to set the interim tax levies for 2024 be given first, second and third readings and be properly signed and sealed.

That By-law 51-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
