That the council agenda dated November 7, 2023 be approved as circulated.

Nes That council for the Township of Perth South supports Consent Agenda Item 6.14 - North Perth - Request for Support for Bill 21, Fixing Long-Term Care Amendment Act (Till Death Do Us Part), 2022.

That consent agenda items 6.1 to 6.33 be received for information and that the regular council minutes of October 17, 2023 be adopted.

That the council meeting be adjourned at 9:39 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for a zoning by-law amendment for the property located at 2189 Road 133 in the Township of Perth South.

THAT the Council of the Township of Perth South RECEIVE the report dated November 07, 2023 prepared by the Planner entitled Zoning By-law Amendment No. PS-Z14-2023 which was submitted by Adam and Melinda Zurbrigg affecting lands described as Part Lot 10, Concession 16, Blanshard Ward (2189 Road 133), Township of Perth South; AND THAT Perth South Council APPROVE Zoning By-law Amendment PS-Z14-2023 submitted by Adam and Melinda Zurbrigg.

That the Township of Perth South Committee of Adjustment receive the report dated November 07, 2023 prepared by the Planner entitled Application for Minor Variance A02-2023-PS, submitted by Don and Gwen Kirkpatrick, affecting lands described as Plan 398 Lot 10 Part lot 7 (141 Avonton Road), Township of Perth South; AND THAT the Committee APPROVE Minor Variance A02-2023-PS affecting lands as described above subject to the following condition: That the owners obtain the necessary Building Permit within two years of the approval of the Minor Variance.

THAT the Council of the Township of Perth South receive the report entitled Application for Consent to Sever B22-23 to B26-23 by Kathryn Ritsma of Monteith Ritsma Phillips Professional Corporation affecting lands described as Concession 9 Part Lot 6; Subject to Easement (3176 Road 122), Downie Ward, Township of Perth South for information; AND THAT Council recommends that the County of Perth Land Division Committee or its designate, approve Consent File B22-23 to B26-23 subject to the conditions listed in the report as well as subject to Easement (3176 Road 122), Downie Ward, Township of Perth South.

THAT the Council of the Township of Perth South receive the report entitled Application for Consent to Sever File B32-23) by MTE OLS LTD. (Trevor McNeil), affecting lands described as Part Lots 16-18, Concession 7 (4699 Line 26), Downie Ward, Township of Perth South dated November 07, 2023 prepared for information;AND THAT Council recommends that the County of Perth Land Division Committee or its designate, approve Consent Application File B32/23, subject to the conditions listed in the report.

THAT the Council of the Township of Perth South receive the report entitled Application for Consent to Sever File B36-23 by Albert and Clementine Borgijink affecting lands described as Lot 9, Concession 4 (5642 Line 8), Blanshard Ward, Township of Perth South dated November 07, 2023 prepared for information;AND THAT Council recommends that the County of Perth Land Division Committee or its designate, approve Consent Application File B36/23, subject to the conditions listed in the report.

Nes That the 2022 Township of Perth South Audit prepared by Seebach & Company be received for information.

That the third quarter operational reports for the St. Pauls and Sebringville drinking water systems prepared by Ontario Clean Water Agency be received for information.

That the CBO update report for October 2023 be received for information.

That the accounts payable listing dated November 3, 2023 for the period October 14 to November 3, 2023 in the amount of $309,021.86 be approved.

Nes That the 2022 Township of Perth South Financial Information Return be received for information.

THAT the Report regarding the 2024 Ontario Municipal Partnership Fund (OMPF) Allocation report, dated November 7, 2023, be received for information.

THAT the Report regarding the Council Payroll – October 2023, dated November 7, 2023, including total payroll of $5,438.49 be approved.

That Council recommends appointing Alice Mainland to the Perth County Joint Accessibility Advisory Committee (JAAC) to represent the Township of Perth South.

That Council considers the drain petition requests received from Robert Wood, Mark Bell and Mark Van Nes; and further, agrees to proceed with the petitions. And further, that Council appoints Spriet Associates to prepare a report on the proposed drainage works and incorporate them into the Aitcheson Drain Extension report.

That Council considers the drain petition request received from Mark Giesbrecht and Craig Jacobs; and further, agrees to proceed with the petition. And further, that Council appoints Spriet Associates to prepare a report on the proposed drainage works and incorporate it into the Sgariglia Drain report.

THAT the report dated November 7, 2023 | Dog Control and Pound Keeper Services Agreement be received; AND THAT Council approve entering into an Agreement with the Kitchener-Waterloo Humane Society to provide animal control and pound services for the Township of Perth South.

Nes THAT the Report regarding the Mayor’s Monthly Activity for the month of October 2023, dated November 7, 2023, be received for information.

Nes That By-law 39-2023 being a by-law to amend the Township of Perth South Zoning by-law for the property located at 2162 Road 163 be given first, second and third readings and be properly signed and sealed.

That By-law 40-2023 being a by-law to amend the Township of Perth South Zoning by-law for the property located at 2189 Road 133 be given first, second and third readings and be properly signed and sealed.

That By-law 41-2023 being a by-law to authorize an agreement for Dog Control and Pound Keeper Services be given first, second and third readings and be properly signed and sealed.

That By-law 43-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
