Council

That the council agenda dated October 17, 2023 be approved as circulated and amended.

That consent agenda items 6.1 to 6.15 be received for information and that the regular council minutes of October 3, 2023 be adopted.

THAT the Council of the Township of Perth South receive the report entitled Consent Application File B34/23, submitted by Anthony & Darla Penner, Robert & Sally Toews / Steve Toews for lands described as Lot 6, EMR, Blanshard Ward (4920 Line 10), Township of Perth South for information; AND THAT Council recommends that the County of Perth Land Division Committee or its designate, approve Consent Application File B34/23, subject to the conditions listed in the report with Condition 8 removed.

That the 2023 Bridge Needs Study prepared by BM Ross and Associates Limited be received for information.

That the 2023 Road Management Study prepared by BM Ross and Associates Limited be received for information.

That the Director of Public Works update report be received for information.

That the Drainage Superintendent's update report be received for information.

That the accounts payable listing dated October 13, 2023 for the period September 29 to October 13, 2023 in the amount of $282,353.86 be approved.

That the Treasurer's update report be received for information.

Nes That the tender submitted by Del Bonita Farm Ltd. for the lease of an approximately 18.2 acre parcel of land located at Part Lot 19, Concession East Mitchell Road, formerly in the geographic Township of Blanshard (adjacent to the municipal landfill site) be accepted in the amount of $6,734 per annum in 2023/2024, $6,916 per annum in 2024/2025, and $7,098 per annum in 2025/2026; AND FURTHER, that the Mayor and Clerk be authorized to sign the Farmland Agreement, Schedule “A” of By-Law 37-2023.

That Council approves a payment of $12,500.00 to the St. Marys Healthcare Foundation and a payment of $12,500.00 to the Stratford General Hospital Foundation from the 2023 Wellness Fund allocation.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – September 2023, dated October 17, 2023, including total payroll of $5,111.81 be approved.

That the Township of Perth South do hereby accept the application for the Tile Drainage Loan from Dan Coulthard, in the amount of $50,000.00 subject to the Minister’s approval of the loan interest rate and the loan limit pursuant to the Tile Drain Loan Program.

That the CAO update report be received for information.

THAT the Enbridge Expansion Report be received for information, and further, that the CAO and the Mayor draft and send a letter of support as part of the Environmental Registry of Ontario’s Consultation on the future of natural gas expansion and home heating affordability

THAT Council receives the report entitled Strategic Plan Contract Award for information, and further that the contract for the development of the Council and Township Strategic Plan 2023-2029 be awarded to Capital Park Consulting in the amount of $29,390.00 + HST.

THAT the Report regarding the Mayor’s Monthly Activity for the month of September 2023, dated October 17, 2023, be received for information.

Nes That By-law 37-2023 being a by-law to authorize the execution of a Lease Agreement with Del Bonita Farm Ltd. be given first, second and third readings and be properly signed and sealed.

That By-law 38-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
