That the council agenda dated September 19, 2023 be approved as circulated.

That the consent agenda items 6.1 to 6.11 be received for information and that the regular council minutes of September 5, 2023 be adopted.

That the council meeting be adjourned at 6:33 p.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for a zoning by-law amendment for the property located at 2162 Road 163 in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning the application for a zoning by-law amendment for 2162 Road 163 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 6:45 p.m.

THAT the Council of the Township of Perth South RECEIVE the report dated September 19, 2023 prepared by the Planner entitled County of Perth Official Plan Amendment No. 218 which was submitted by Matt Litwinchuk on behalf of Mapleview Congregation affecting lands described as Part Lot 5, Concession WMR, Blanshard Ward, Township of Perth South, for information; AND THAT Perth South Council APPROVE IN PRINCIPLE Zoning By-law Amendment PS-Z08-2023 submitted by Matt Litwinchuk affecting lands described as Part Lot 5, Concession WMR, Blanshard Ward, Township of Perth South. AND THAT Perth South Council provide a recommendation to Perth County Council that Official Plan Amendment No. 218 affecting the lands as described above be APPROVED.

That the Council of the Township of Perth South receive the report dated September 19, 2023 prepared by the Planner entitled Zoning By-Law Amendment PS-Z7-2023 initiated by the Township of Perth South; And that Perth South Council approve Zoning By-Law Amendment PS-Z7-2023 to add a Secondary Dwelling Unit definition.

That Council receives the Fall 2023 update from the Perth County Economic Development, Tourism and Transportation for information.

That the Director of Public Works update report be received for information.

That the Drainage Superintendent update report be received for information.

Nes That the accounts payable listing dated September 15, 2023 for the period September 2 to 15, 2023 in the amount of $614,835.51 be approved.

THAT Council receive the report, dated September 19, 2023,regarding the Proposed 2024 Budget Schedule; AND FURTHER THAT Council adopt the proposed 2024 Budget Schedule as outlined in the report.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – August 2023, dated September 19, 2023, including total payroll of $4,495.33 be approved.

That the Township of Perth South do hereby accept the application for the Tile Drainage Loan from Bernard Stephen Payton, in the amount of $50,000.00 subject to the Minister’s approval of the loan interest rate and the loan limit pursuant to the Tile Drain Loan Program

That Council receives the request for a report drain for the Sgariglia Drain; and further, that Council appoints Spriet Associates to prepare a report on the proposed drainage works.

That Council receives the report regarding Request to Purchase Portion of Road Allowance on Road 125; and further, that Council directs staff to proceed with next steps including requesting a purchase price of $10,000.00 to transfer the portion of the road allowance to the property located at 2368 Road 125.

That the CAO update report be received for information.

THAT the Report regarding the Mayor’s Monthly Activity for the month of August 2023, dated September 19, 2023, be received for information.

That By-law 34-2023 being a by-law to amend the Perth South Zoning by-law to include a definition for Second Dwelling Units be given first and second readings and third readings and be properly signed and sealed.

That By-law 35-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
