That the agenda dated September 5, 2023 be approved as circulated.

That Council supports promoting Rail Safety Week.

That the consent agenda items 6.1 to 6.31 be received for information and that the regular council minutes of August 15, 2023 and special council minutes of August 21, 2023 be adopted.

That the council meeting be adjourned at 9:44 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for a zoning by-law amendment for the property located at 3982 Perth Line 26 in the Township of Perth South

That the Public Meeting pursuant to Section 34 of the Planning Act concerning the application for a zoning by-law amendment for 3982 Perth Line 26 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 9:55 a.m.

THAT the Council of the Township of Perth South RECEIVE the report dated September 5, 2023 prepared by the Planner entitled Zoning By-law Amendment No. PS-Z10-2023 which was submitted by Pierre Chauvin on behalf of 214356 Ontario Inc. affecting lands described as Concession 6, Pt Lot B, Downie Ward, Township of Perth South; AND THAT Perth South Council APPROVE Zoning By-law Amendment PS-Z10-2023 affecting lands described as Concession 6, Pt Lot B, Downie Ward, Township of Perth South.

THAT the Council of the Township of Perth South receive the report entitled Consent Application File B35/23, submitted by Adam & Melinda Zurbrigg for lands described as Pt Lot 10, Concession 16, Blanshard Ward (2189 Road 133), Township of Perth South for information; AND THAT Council recommends that the County of Perth Land Division Committee or its designate approve Consent Application File B35/23, subject to the conditions listed in the report.

That Council for the Township of Perth South accepts the recommendation of Brandon Widner of Spriet Associates to award the tender for the Hislop Municipal Drain to Robinson Farm Drainage Limited in the amount of $81,400.00 plus HST.

That the CBO update report for August 2023 be received for information.

That the report on the Stratford Transportation Master Plan be received for information.

That council receive the Road 120A Development Lands and Sgariglia Municipal Drain report and that Council direct staff to sign a Section 78 request for improvements to the Sgariglia Municipal Drain.

That the accounts payable listing dated September 1, 2023 for the period August 12 to September 1, 2023 in the amount of $113,052.29 be approved.

That the Council of the Township of Perth South receives the report dated September 5, 2023, regarding the Annual Salary Grid Adjustment; and further, that council approves a salary grid increase of 5.63% for staff effective the first full pay of 2024.

That the Council for the Township of Perth South receive the report, dated September 5, 2023, regarding the Farm Forestry Exemption Report for information purposes.

That By-law 32-2023 being a by-law to amend the Perth South zoning by-law for the property located at 3982 Perth Line 26 be given first, second and third readings and be properly signed and sealed.

That By-law 33-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
