Council

That the council agenda dated August 15, 2023 be approved as circulated and amended.

That the consent agenda items 6.1 to 6.17 be received for information and that the regular council minutes of July 18, 2023 be adopted.

That Council of the Township of Perth South does hereby appoint the following members to sit on the Court of Revision for the Hislop Municipal Drain: Councillor Jaime Martin, Councillor Mark Bell and Councillor Andrew MacAlpine

That the Council meeting recess at 9:33 a.m.in order to convene a Court of Revision relating to the Hislop Drain.

That the Court of Revision for the Hislop Municipal Drain does hereby accept the recommendations of Brandon Widner of Spriet Associates and further does hereby confirm the drainage assessments as outlined in the Assessment Schedule dated June 7, 2023.

That the Court of Revision relating to the Hislop Municipal Drain is adjourned and the Council meeting reconvenes.

That the Drainage Engineer be authorized to call for tenders for the construction of the Hislop Drain 2023 with a closing date of September 1, 2023 at noon.

That the council meeting be adjourned at 9:40 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for a housekeeping zoning by-law amendment for provisions regarding undersized lots in the Agricultural Zone and secondary dwelling units in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning the application for a housekeeping zoning by-law amendment in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 9:56 a.m.

That the Council of the Township of Perth South receive the report entitled Consent Application File B28/23, submitted by 657744 Ontario Inc. for lands described as Lot 20, Concession 1, Downie Ward, Township of Perth South (369 Huron Road); And that Council recommends that the County of Perth Land Division Committee or its designate APPROVE Severance Application File B28/23, submitted by 657744 Ontario Inc. subject to the conditions listed in the report.

That the Council of the Township of Perth South receive the report entitled Consent Application File B30/23, submitted by Trevor McNeil on behalf of C & M Farms Corp. for lands described as Lot 21, Concession 7, Downie Ward, Township of Perth South (3364 Road 134), Township of Perth South for information; And that Council recommends that the County of Perth Land Division Committee or its designate approve Consent Application File B30/23, subject to the conditions listed in the report.

THAT the Council of the Township of Perth South receive the report entitled Consent Application File B21/23, submitted by Kathryn M. Ritsma, Monteith Ritsma Phillips Professional on behalf of Ernest Anthony Vanderschot for lands described as Concession 12, Lot 16, Less Highway, Downie Ward (2834 Perth Road 130), Township of Perth South; AND THAT Council recommends that the County of Perth Land Division Committee or its designate approve Consent Application File B21/23, subject to the conditions listed in the report.

That the second quarter operational reports for the St. Pauls and Sebringville drinking water systems prepared by OCWA be received for information.

That the Chief Building Official's update report for July 2023 be received for information.

That the Director of Public Works update report be received for information.

That the Drainage Superintendent's update report be received for information.

That the report regarding the extension of the 60 km/h speed zone on Line 29 be received for information.

That Council supports the Kirkton Fall Fair parade scheduled for 10:00 a.m. on Saturday, September 9, 2023 and that the Clerk be directed to send a letter of support to the Ministry of Transportation.

Nes That council for the Township of Perth South approve the addition of operation and maintenance of the Kirkton-Woodham Community Centre small drinking water system to the existing contract with OCWA in the amount of $133.57 per week.

That Council approves the loader bucket upgrade to a Land Clear Rake through Wajax Equipment in the amount of $29,411.48 plus HST to be funded through Equipment Reserves.

That the accounts payable listing dated August 11, 2023 for the period July 15 to August 11, 2023 in the amount of $385,711.25 be approved.

That the report Waste Bin Fee Review 2023, dated August 15, 2023, be received for information; AND FURTHER THAT the proposed Waste Bin Fees be approved as presented.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – July 2023, dated August 15, 2023, including total payroll of $3,717.51 be approved.

That Council receives the request for a report drain for the Pike Drain and Holmes Drain; and further, that Council appoints Headway Engineering to prepare a report on the proposed drainage works.

Nes That Council receives the request for a report drain for the Sommerville-Bryan Drain ; and further, that Council appoints Spriet Associates to prepare a report on the proposed drainage works.

That the CAO update report be received for information.

THAT: Council receive the report entitled Strategic Plan Update; THAT: Council direct staff to issue a Request for Proposals for the purpose of updating the Perth South Strategic Plan 2019-2022; AND THAT: a budget of up to $30,000.00 be identified to fund the project from the Economic Development Reserve Fund.

That the Mayor's update report for July 2023 be received for information.

That By-law 27-2023 being a by-law for drainage works known as the Wiseman Drain - Brinke Culvert be given third reading and be property signed and sealed.

That By-law 30-2023 being a by-law to amend By-law 50-2010 known as the Traffic By-law be given first, second and third readings and be properly signed and sealed.

That By-law 31-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
