That the council agenda dated April 4, 2023 be approved as circulated and amended.

That the consent agenda items 6.1 to 6.19 be received for information and that the regular council minutes of March 21, 2023 be adopted.

That the council meeting be adjourned at 9:35 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for a zoning by-law amendments for the property located at 3363 Perth Road 113 in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning the application for a zoning by-law amendment for the property located at 3363 Road 113 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 9:41 a.m.

THAT the Council of the Township of Perth South receive the report dated April 04, 2023 prepared by the Planner entitled Zoning By-law Amendment No. PS-Z7-2022 affecting lands described as Lot 5, Concession 7, Gore of Downie Ward, (3363 Road 113), Township of Perth South; AND THAT Council APPROVE Zoning By-law Amendment No. PS-Z7-2022 affecting these lands.

THAT Perth South Council recommend that the County of Perth Land Division Committee or its delegate APPROVE Severance Application File B42/23, submitted by Thames Ridge Holdings Inc. (Christina & Graham Hutton) for lands described as Pt Lot 3, Concession EMR (2283 Perth Road 163), Blanshard Ward, Township of Perth South subject to the conditions listed in the report dated April 4, 2023 prepared by Jerrica Gilbert, Planner.

That the report for the Otto Branch of the Boyes-Ballantyne Drain 2023, as prepared by Brandon Widner of Spriet Associates, in accordance with Section 42 of the Drainage Act be received and adopted.

T hat the Court of Revision hearing to consider the Assessment Schedule for the Otto Branch of the Boyes-Ballantyne Drain 2023 be scheduled to be held on April 18, 2023.

That the Drainage Engineer be authorized to call for tenders for the construction of the Otto Branch of the Boyes-Ballantyne Drain 2023 with a closing date of

Nes That Perth South council approve the Traffic Control Assessment proposal provided by Paradigm Transportation Solutions Limited for the Road 122 and Line 29 intersection at a cost of $3500 plus HST.

That council supports the letter from AORS in regards to proposed Enbridge locate fees.

That the accounts payable listing dated March 31, 2023 for the period March 18 to 31, 2023 in the amount of $91,615.96 be approved.

THAT the Report regarding an Update on Planning Applications, dated April 4, 2023, be received for information.

THAT the Report regarding the Council Payroll – March 2023, dated April 4, 2023, including total payroll of $5,100.09 be approved.

THAT the Report regarding the Mayor’s Monthly Activity for the month of March 2023, dated April 4, 2023, be received for information.

That Council supports the request from Deputy Mayor Orr regarding the Perth County Cycle Tour going thru St. Pauls On Sunday May 7th, 2023 in support of the capital campaign for Optimism Place.

That By-law 10-2023 being a by-law to amend the Perth South Zoning by-law for the property known as 3363 Perth Road 113 be given first, second and third readings and be properly signed and sealed.

That By-law 11-2023 being a by-law for drainage works known as the Otto Branch of the Boyes-Ballantyne Drain 2023 be given first and second readings.

That By-law 12-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.

That the meeting does hereby adjourn at 11:30 a.m.
