That Council supports the County of Huron's request to review the Cannabis Act.

Nes That council support the request for financial support for school board trustee elections.

That consent agenda items 6.1 to 6.10 be received for information and that the regular council minutes of February 7, 2023 be adopted.

THAT the Council of the Township of Perth South receive the report entitled Consent Application File B47/22, submitted by Doug Reaume on behalf of Dan Coulthard for lands described as Concession 7, South Part Lot 5 and Concession 7 West Part Lot 4 Gore of Downie Ward (3363 Perth Road 113); AND THAT Perth South Council recommend that the County of Perth Land Division Committee APPROVE Severance Application File B47/22, subject to the conditions listed in the report.

Nes That the Director of Public Works update report be received for information.

That the Drainage Superintendent update report be received for information.

Nes That council approve the request to tender the Dunn’s Bridge Capital Project early to allow the City of Stratford to proceed with the joint tendering of the project.

That the Township of Perth South defer awarding the 2023 “A” Gravel Tender PW 2023-01 until March 7, 2023 in order to receive additional information.

That the Township of Perth South directs staff to explore alternative options and costing for dust control.

That the accounts payable listing dated February 17, 2023 for the period February 4 to 17, 2023 in the amount of $274,713.85 be approved.

THAT the Report regarding the Building Department Annual Report 2022 be received; AND FURTHER THAT the Chief Administrative Officer/Treasurer be authorized to transfer the 2022 surplus to the Building Permit Fee Stabilization Reserve bank account.

THAT the report from the CAO/Treasurer dated February 21, 2023, regarding MMAH Financial Indicator Review – 2021 Fiscal Year be received for information.

Nes That the report Property Taxes Receivable as of December 31, 2022, dated February 21, 2023, be received for information.

That the 2022 Department Allocation of Reserves be received for information.

Nes THAT the Report regarding an Update on Planning Applications, dated February 21, 2023, be received for information.

THAT the report prepared by the CAO/Treasurer dated February 21, 2023 entitled Galbraith Camp and Conservation Area be received for information.

THAT the Report of the Chief Administrative Officer/Treasurer entitled Operating and Capital Budget Variance Report as of December 31, 2022, dated February 21, 2023 be received for information; AND FURTHER THAT the reserve fund transfers be completed as outlined in the report including transferring the 2022 Operating and Capital Surplus to the Levy Stabilization Fund.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – January 2023, dated February 21, 2023, including total payroll of $8,333.99 be approved.

That Council receives the Report – Update to Township Website Operating System for their information; and further that, Council approves the quote submitted by GHD Digital in the amount of $15,000 to change the Township website operating system to Govstack; and further authorizes the Clerk to execute the quote with GHD Digital

THAT the Report regarding the Mayor’s Monthly Activity for the month of January 2023, dated February 21, 2023, be received for information.

That By-law 5-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
