That the council agenda dated September 1, 2022 be approved as circulated.

That the consent agenda items 6.1 to 6.13 except 6.5 be received for information and that the regular and special council minutes of August 9, 2022 be adopted.

That the council meeting be adjourned at 9:42 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for zoning by-law amendment for the property located at 1180 Perth Road 139 in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning an application for a zoning by-law amendment for the property located at 1180 Perth Road 139 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 10:06 a.m.

THAT the Council of the Township of Perth South receive the report prepared by the Planner, dated September 6, 2022, entitled Zoning Bylaw Amendment Z06-2022-PS by Rylan Looby affecting lands described as Pt Lot 26, Concession WMR, Blanshard Ward, 1180 Perth Road 139, Township of Perth South for information.

THAT the Council of the Township of Perth South receive the report prepared by the Planner, dated September 6, 2022, entitled Perth County Official Plan Amendment No. 209 by Rylan Looby affecting lands described as Pt Lot 26, Concession WMR, Blanshard Ward, 1180 Perth Road 139, Township of Perth South for information; AND THAT Council of the Township of Perth South ENDORSE the Official Plan Amendment 209 to the County of Perth Official Plan.

THAT the Township of Perth South Committee of Adjustment receive the report dated September 6, 2022 prepared by the Planner entitled Minor Variance Application No. A02-2022 by Jim Van Nes, affecting lands described as Lot 10, Concession 4, Township of Perth South. AND THAT the Perth South Committee of Adjustment APPROVE Minor Variance Application A02-2022 to permit a reduced MDS I setback to a lot for residential use with the following condition: That the owner/applicant submit within one year a Zoning By-law Amendment application to permit the development of one single detached dwelling on the property as per the County Official Plan policy for Existing Lots of Record

THAT the Township of Perth South Committee of Adjustment APPROVE Minor Variance A04-2022 submitted by Dave Martin, affecting lands as described above with the following CONDITION: THAT the owners obtain the necessary Building Permit within two years of the approval of the Minor Variance.

That Council receives the 2022 annual inspection reports for the Sebringville and St. Pauls Drinking Water systems for information; and that Council receives the second quarter operational reports for the Sebringville and St. Pauls Drinking Water systems for information.

That the CBO update report for August 2022 be received for information.

That council defers a decision on the entrance permit application for Chris and Candice King in order to seek immediate legal advice on this situation and to have a special closed council meeting this week to review.

That the account payable listing dated September 1, 2022 for the period August 6 to September 1, 2022 in the amount of $386,882.37 be approved.

THAT the Report of the CAO/Treasurer entitled Capital Fund Variance Report as of August 31, 2022, dated September 6, 2022 be received for information.

That Council receives the report entitled Appointment of Upper Thames Conservation Authority Board Representative for the 2022-2026 Term of Council and further agrees that it is the rotational turn of the Town of St. Marys to choose the UTRCA representative for the Township of Perth South, the Municipality of South Huron and the Town of St. Marys, with approval from Perth South, and upon receipt of confirmation from the Municipality of South Huron.
