That the Council agenda dated July 12, 2022 be approved as circulated and amended.

That consent agenda items 6.1 to 6.20 except Items 6.6 and 6.18 be received for information and that the regular council minutes of June 21, 2022 be approved.

That the council meeting be adjourned at 9:36 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for zoning by-law amendment for the property located at 2518 Perth Road 1301 in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning an application for zoning by-law amendment for the property located at 2518 Perth Road 130 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 9:46 a.m.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment Z05-2022 submitted by M & H Farms Inc. as outlined in the report dated July 12, 2022 prepared by Melissa Gasic, Planner.

That the regular council meeting adjourn in order to sit as Committee of Adjustment.

THAT the Township of Perth South Committee of Adjustment APPROVE Minor Variance A03-2022 submitted by Great Lakes Poultry Farm Ltd., affecting lands as described above with the following CONDITION: THAT the owners obtain the necessary Building Permit within two years of the approval of the Minor Variance.

That the Chief Building Official update report for June 2022 be received for information.

That the Director of Public Works Update report be received for information.

That the Drainage Superintendent update report be received for information.

That Council accepts the recommendation from Bill Dietrich, Drainage Engineer, to award the tender for the Clifford Municipal Drain 2022 to VanDriel Excavating Inc. in the amount of 57,411.11 plus HST.

That Council approves executing the 2022 library agreements for Stratford Public Library, St. Marys Public Library and Huron County Public Library.

That the accounts payable listing dated July 8, 2022 for the period June 18 to July 8, 2022 in the amount of $1,292,852.89 be approved.

That the CAO/Treasurer update report dated July 12, 2022 be received for information.

THAT the Report regarding an Update on Planning Applications, dated July 12, 2022, be received for information.

THAT the Report regarding the Amendment of Tax Rate in 2018, 2019, 2020, and 2021 to Include Industrial Small Scale On Farm Business Subclass, dated July 12, 2022, be received for information.

THAT the Report regarding the Allocation of Community Safety and Wellness Funding, dated July 12, 2022, be received for information; AND FURTHER THAT Council direct staff to allocate the Community Safety and Wellness Funding as follows: $8,000.00 and $17,000.00 payable to St. Marys Healthcare Foundation and Stratford General Hospital Foundation respectively.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – June 2022, dated July 12, 2022, including total payroll of $4,003.42 be approved.

THAT the Report regarding the Mayor’s Monthly Activity for the month of June 2022, dated July 12, 2022, be received for information.

That By-law 32-2022 being a by-law for drainage works known as the Clifford Municipal Drain 2022 be given third reading and be properly signed and sealed.

That By-law 34-2022 being a by-law to amend by-laws 29-2018, 43-2019, 20-2020 and 16-2021 for Property Class Tax Rates be given first, second and third readings and be properly signed and sealed.

That By-law 35-2022 being a by-law to amend the Township of Perth South Zoning By-law for the property located at 2518 Perth Road 130 be given first, second and third readings and be properly signed and sealed.

That By-law 36-2022 being a by-law to Licence, Regulate and Control Dogs within the Township of Perth South, as amended, be given first, second and third readings and be properly signed and sealed.

That By-law 37-2022 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
