That the agenda dated April 19, 2022 be approved as circulated.

That the Consent Agenda items 6.1 to 6.11 be received for information and that the regular council minutes of April 5, 2022 be adopted.

That the council meeting be adjourned at 7:06 p.m.in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning two applications for zoning by-law amendments for the properties located at 2901 Road 134, and 4832 Line 2 in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning applications for zoning by-law amendments for the properties located at 2901 Road 134 and 4832 Line 2 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 7:16 p.m.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment PSZ18-2022 submitted by Elizabeth Brown affecting the lands described above and known municipally as 2901 Road 134.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment PSZ19-2022 submitted by Johannes Bloemen and Hendrika Bloemen-Hulst affecting the lands known as 4832 Line 2.

THAT the Council of the Township of Perth South receive the report entitled “Perth County Official Plan Amendment No. 205, Consent Application B31-21” by M&H Farms Inc. dated April 19, 2022 affecting lands described as Lot 16, Concession 14, Downie Ward and known municipally as 2518 Perth Road 130, for information; AND THAT the Township of Perth South Council recommend that the County of Perth Council APPROVE Official Plan Amendment No. 205 by M&H Farms Inc. as contained in Schedule A of this report. AND THAT the Township of Perth South Council recommends that the County of Perth Land Division Committee APPROVE Consent application B31-21, subject to the conditions listed in the report.

That the Director of Public Works update report be received for information.

That the Drainage Superintendent update report be received for information.

That Council include the surface asphalt paving projects listed in the staff report entitled Additional Surface Asphalt Paving 2022 dated March 31, 2022 in the 2022 program collaboratively procured through Perth County

That the accounts payable listing dated April 14, 2022 for the period of April 2 to April 14, 2022 in the amount of $173,206.30 be approved.

THAT the Council of the Township of Perth South receive the report Court Security Prisoner Transportation Program – 2022 Funding Agreement, dated April 19, 2022; AND FURTHER THAT Council authorize the Mayor and Clerk to execute the Agreement between the Township of Perth South and Her Majesty the Queen in Right of Ontario as represented by the Minister of the Solicitor General to secure provincial funding allocation for 2022 under the Court Security and Prisoner Transportation Program administered by the Ministry of Community Safety and Correctional Services.

That Council approve the Pay Equity and Compensation Review be done in 2022 and authorize the CAO/Treasurer to issue a request for proposal for the review.

That Council approves moving the Pay Equity and Compensation review up to 2022 from 2023 and authorizes the CAO/Treasurer to submit a Request for Proposal for this review.

That Council receives the report regarding the Additional Services Statement of Work – Comprint Systems Incorporated and approves the by-law authorizing the Clerk to execute the agreement on behalf of the Township of Perth South.

That By-law 18-2022 being a by-law to amend the Perth South Zoning by-law for the property known as 2901 Road 134 be given first, second and third readings and be properly signed and sealed.

That By-law 19-2022 being a by-law to amend the Perth South Zoning by-law for the property known as 4832 Line 2 be given first, second and third readings and be properly signed and sealed.

That By-law 20-2022 being a by-law to authorize the Additional Statement of Work with Comprint Systems Incorporated be given first, second and third readings and be properly signed and sealed.

That By-law 21-2022 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
