That the Council agenda dated April 5, 2022 be approved as circulated.

That the consent agenda items 6.1 to 6.30 except 6.3 and 6.4 be received for information and that the regular council minutes of March 15, 2022 be adopted.

That the council meeting be adjourned at 9:36 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning three applications for zoning by-law amendments for the properties located at 4636 Line 2, 5275 Huron Street and 3321 Road 140 in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning applications for zoning by-law amendments for the properties located at 4636 Line 2, 5275 Huron Street and 3321 Road 140 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 10:31 a.m.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment PSZ01-2022 submitted by Arva Heights Ltd. affecting the lands known municipally as 4636 Line 2.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment PSZ08-2022 submitted by Stratford Perth Museum, to rezone the subject lands as follows: 1) Addition of a new “Section 6.9.7.1” to the text of Zoning By-law 4-1999; 2) Amendment to Key Map 3 of Schedule “A” to Zoning By-law 4-1999, by changing the zone symbol on the subject lands from the existing “A-7” Zone to the “A-7-1” Zone with the wording for d) "Development shall be subject to site plan control, pursuant to Section 41 of the Planning Act" removed.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment PSZ13-2022 submitted by Dee Acres Inc., to rezone the subject lands as follows: 1) Addition of a new “Section 10.4.8” to the text of Zoning By-law 4-1999; 2) Amendment to Key Map 4 of Schedule “A” to Zoning By-law 4-1999, by changing the zone symbol on the subject lands from the existing “Agriculture (A)” Zone to the “Agricultural Commercial/Industrial Exception Eight (ACM-8)” Zone.

THAT the Council of the Township of Perth South receive the report entitled Consent Application B06-22 - create new agricultural lot, affecting the proposed severed lands described as Concession West Boundary, Part of Lot 22 (Blanshard Ward) and known municipally as 1105 Road 164, prepared by the County Planning Department for information; AND THAT Council of the Township of Perth South recommends that the County of Perth Land Division Committee APPROVE Consent Application B06-22 subject to the conditions listed in the report.

That the Sebringville and St. Pauls Drinking Water Systems 2021 annual reports be received for information and that the 2021 fourth quarter operational reports for the Sebringville and St. Pauls drinking water systems be received for information.

That Council receives the Chief Building Official update report for March 2022 for information.

That the accounts payable listing dated April 1, 2022 for the period March 12 to April 1, 2022 in the amount of $637,958.88 be approved.

That the Report regarding 2021 Municipal Drainage, dated April 4, 2022, be received for information.

THAT the Report regarding the Building Department Annual Report 2021 be received; AND FURTHER THAT the Chief Administrative Officer/Treasurer be authorized to transfer the 2021 surplus to the Building Permit Fee Stabilization Reserve bank account.

That Council receives Draft 2 of the 2022 Budget and approves the 2% tax levy increase as presented.

That By-law 8-2022 being a by-law to amend the Township of Perth South zoning by-law for the property located at 4275 Huron Street be given first, second and third readings and be properly signed and sealed as amended with section d) "Development shall be subject to site plan control, pursuant to Section 41 of the Planning Act" removed.

That By-law 13-2022 being a by-law to amend the Township of Perth South zoning by-law for the property located at 3321 Road 140 be given first, second and third readings and be properly signed and sealed.

That By-law 14-2022 being a by-law to amend the Township of Perth South zoning by-law for the property located at 4636 Line 2 be given first, second and third readings and be properly signed and sealed.

That By-law 15-2022 being a by-law to for maintenance and repair of drainage works known as the Herman Drain be given first, second and third readings and be properly signed and sealed.

That By-law 16-2022 being a by-law to for maintenance and repair of drainage works known as the Shabel Drain be given first, second and third readings and be properly signed and sealed.

T hat By-law 17-2022 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.

That the meeting does hereby adjourn at 11:45 a.m.
