Council

That the council agenda dated January 18, 2022 be approved as circulated and amended.

That the Consent Agenda Items 6.1 to 6.10 be received for information and that the regular council minutes of December 21, 2021 be adopted.

That Council of the Township of Perth South does hereby appoint the following members to sit on the Court of Revision for the Russell Municipal Drain: Councillor Melinda Zurbrigg, Councillor Sam Corriveau and Deputy Mayor Aitcheson.

That the Council meeting recess at 7:06 p.m. in order to convene a Court of Revision relating to the Russell Municipal Drain.

That the Court of Revision for the Russell Municipal Drain does hereby accept the recommendations of Brandon Widner of Spriet Associates and further does hereby confirm the drainage assessments as outlined in the Assessment Schedule dated December 7, 2021.

That the Court of Revision relating to the Russell Municipal Drain 2021 is adjourned and the Council meeting reconvenes.

That Council for the Township of Perth South accepts the recommendation of Brandon Widner of Spriet Associates to award the tender for the Russell Municipal Drain 2021 to Robinson Farm Drainage in the total amount of $69,000.00 plus HST.

THAT the Council of the Township of Perth South receive the report entitled Consent to Sever Surplus Farm Dwelling B50-21 from the Senior Planner, dated January 18, 2022; AND THAT Council recommends that the County of Perth Land Division Committee APPROVE Consent application B50-21, subject to the conditions listed in the report.

THAT the Council of the Township of Perth South receive the report entitled Consent to Sever Surplus Farm Dwelling B51-21 from the Senior Planner, dated January 18, 2022; AND THAT Council recommends that the County of Perth Land Division Committee APPROVE Consent application B51-21, subject to the conditions listed in the report.

That the Drainage Superintendent update report be received for information.

That the Director of Public Works update report be received for information.

That Council approve the rental of a John Deere 5090E from Total Rentals at a cost of $ 6,000 plus taxes.

That the accounts payable listing dated January 14, 2022 for the period December 18, 2021 to January 14, 2022 in the amount of $595,022.34 be approved.

That Council receives the CAO/Treasurer update report for information.

THAT Council for the Township of Perth South receive the report Award of RFT-2021-02 Downie Optimist Community Hall Kitchen, Bar and Washroom Cabinetry, dated January 18, 2022; AND FURTHER THAT Council approve awarding RFT-2021-02 Downie Optimist Community Hall Kitchen, Bar and Washroom Cabinetry to the compliant low bid received from Feltz Design Build Ltd. in the amount of $86,907.74, including HST for Option A: Stainless Steel Countertops.

THAT the Report regarding the Cancellation, Reduction, and Refund of Taxes in Accordance with Section 357 and Section 358 of the Municipal Act, 2001, dated January 18, 2022 be received; AND FURTHER THAT Council approve the cancellation, reduction, or refund of taxes in accordance with applications made under Sections 357 and 358 of the Municipal Act, 2001 totaling $674.74 of which $178.61 is the portion attributed to the Township of Perth South and amounts to be charged back to the County of Perth and School Board(s) are $110.58 and $387.55 respectively.

That the report Property Taxes Receivable as of December 31, 2021, dated January 18, 2022, be received for information.

THAT Council for the Township of Perth South receive the report Members of Council and Employee COVID-19 Vaccination Policy, dated January 18, 2022; AND FURTHER THAT Council approve the Members of Council COVID-19 Vaccination Policy; AND FURTHER THAT Council approve the Employees COVID-19 Vaccination Policy.

Whereas insurance costs for the Township of Perth South have increased by 51% from 2020 to 2022 and these cost increases are unsustainable, therefore the Council of the Township of Perth South supports the 7 recommendations contained in the AMO submission to re-establish the priority for provincial action regarding Joint and Several Liability and further requests that the review also focus on claims submitted by at fault motorists.

That the Clerk's update report be received for information.

THAT the Report regarding the Council Payroll – December 2021, dated January 18, 2022, including total payroll of $4,563.59 be approved.

That Council receives the request for a report drain for the McEwan Municipal Drain; and further that Council appoints Spriet Associates to prepare a report on the proposed drainage works.

That Council receives the request for a report drain for the Van Nes Municipal Drain; and further that Council appoints Headway Engineering to prepare a report on the proposed drainage works.

THAT the Report regarding the Mayor’s Monthly Activity for the month of December 2021, dated January 18, 2022, be received for information.

That By-law 1, 2 and 3-2022 being by-laws for maintenance and repair of various municipal drains in the Township of Perth South be given first, second and third readings and be property signed and sealed.

That By-law 4-2022 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.

That the meeting does hereby adjourn at 8:39 p.m.
