Council

That the Council agenda dated December 21, 2021 be approved as circulated.

That the consent agenda items 6.1 to 6.10 except 6.8 be received for information and that the regular council minutes of December 7, 2021 be adopted.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning application for zoning by-law amendment for the property located at 4608 Line 5 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 7:10 p.m.

THAT the Council of the Township of Perth South receive the report entitled “Zoning By-law Amendment Z66-2021” by Rosedale Securities Ltd. (St. Marys Cement) dated December 21, 2021 affecting lands described as Lot 29, Concession Thames, Township of Perth South and known municipally as 4608 Line 5; AND THAT Council of the Township of Perth South APPROVE the application for Zoning Bylaw Amendment Z66-2021.

THAT the Council of the Township of Perth South receive the report entitled Application for Consent to Sever (No. B49/20) by Monteith Ritsma Phillips Professional Corporation (agent) on behalf of Johannes Bloemen and Hendrika Bloemen-Hulst affecting lands described as Part of Lot 25, East Mitchell Road Concession, being Part 1 on 44R-504, Blanshard Ward, Township of Perth South (4832 Line 2) dated December 21, 2021 prepared by the County Planning Department for information; AND THAT Council of the Township of Perth South recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B49/20) by Monteith Ritsma Phillips Professional Corporation (agent) on behalf of Johannes Bloemen and Hendrika Bloemen-Hulst, subject to the conditions listed in the report excluding Condition 1.

That Council of the Township of Perth South does hereby appoint the following members to sit on the Court of Revision for the Sparling Municipal Drain Extension 2021: Councillor Jaime Martin, Councillor Bill Jeffrey and Councillor Sue Orr.

That the Court of Revision for the Sparling Municipal Drain Extension 2021 does hereby accept the recommendations of Brandon Widner of Spriet Associates and further does hereby confirm the drainage assessments as outlined in the Assessment Schedule dated November 10, 2021.

That the Court of Revision relating to the Sparling Municipal Drain Extension 2021 is adjourned and the Council meeting reconvenes.

That Council for the Township of Perth South accept the recommendation of Brandon Widner of Spriet Associates to award the tender for the Sparling Municipal Drain Extension to A.G. Hayter Contracting Ltd. in the total amount of $63,255.00 plus HST.

That the report for the Russell Drain 2021, as prepared by Brandon Widner of Spriet Associates, in accordance with Section 42 of the Drainage Act be received and adopted.

That the Court of Revision hearing to consider the Assessment Schedule for the Russell Municipal Drain 2021 be scheduled to be held on January 18, 2022 at 7 p.m.

That the Drainage Engineer be authorized to call for tenders for the construction of the Russell Drain with a closing date of January 17, 2022 at noon.

That the Drainage Superintendent update report be received for information.

That the Director of Public Works update report be received for information.

That the accounts payable listing dated December 17, 2021 for the period December 4 to December 17, 2021 in the amount of $385,505.32 be approved.

That the CAO/Treasurer verbal update report be received for information.

That the 2021 Capital Variance report as of December 17, 2021 be received for information.

That the 2022 Pre-Budget Capital Report be received for information.

That Council approves closing the municipal office December 29 to 31, 2021.

That the Clerk's update report be received for information.

That Council approves a $100 Christmas bonus for permanent, full-time staff and a $50 Christmas bonus for permanent, part-time staff.

That By-law 63-2021 being a by-law for drainage works known as the Mills Municipal Drain 2021 be given third readings and properly signed and sealed.

That By-law 66-2021 being a by-law to amend the Township of Perth South Zoning By-law for the property located at 4608 Line 5 be given first, second and third readings and be properly signed and sealed.

That By-law 70-2021 being a by-law to set the Interim Tax Levies for 2022 be given first, second and third readings and properly signed and sealed.

That By-law 71-2021 being a by-law for drainage works known as the Russell Municipal Drain 2021 be given first and second readings.

That By-law 72-2021 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
