Council

That the council agenda dated November 16, 2021 be approved as circulated and amended.

That Consent Agenda Items 6.1 to 6.16 except 6.3. 6.6 and 6.13 be received for information and that the regular council minutes of November 2, 2021 be adopted.

That Council of the Township of Perth South does hereby appoint the following members to sit on the Court of Revision for the Mills Municipal Drain 2021: Deputy Mayor Aitcheson, Councillor Zurbrigg and Councillor Corriveau.

That the Council Meeting recess at 7:05 p.m. in order to convene a Court of Revision relating to the Mills Municipal Drain 2021.

That the Court of Revision for the Mills Municipal Drain 2021 does hereby accept the recommendations of Brandon Widner of Spriet Associates and further does hereby confirm the drainage assessments as outlined in the Assessment Schedule dated October 15, 2021.

That the Court of Revision relating to the Mills Municipal Drain 2021 is adjourned and the Council meeting reconvenes.

That Brandon Widner of Spriet Associates prepare the tender for the Mills Municipal Drain 2021 to close December 6, 2021 at noon.

That the Director of Public Works update report be received for information.

That the Drainage Superintendent Update report be received for information.

That the accounts payable listing dated November 12, 2021 for the period October 30 to November 12, 2021 in the amount of $123,187.09 be approved.

That the CAO/Treasurer update report be received for information.

THAT the report, dated November 16, 2021, regrading Tax Adjustments Pursuant to Section 356 of the Municipal Act, 2001 be received; AND FURTHER THAT the apportionment of taxes and payments set out in Schedule A of this report be approved.

THAT the Report regarding the Cancellation, Reduction, and Refund of Taxes in Accordance with Section 357 and Section 358 of the Municipal Act, 2001, dated November 16, 2021 be received; AND FURTHER THAT Council approve the cancellation, reduction, or refund of taxes in accordance with applications made under Sections 357 and 358 of the Municipal Act, 2001 totaling $1,190.11 of which $598.46 is the portion attributed to the Township of Perth South and amounts to be charged back to the County of Perth and School Board(s) are $374.65 and $217.00 respectively.

That Perth South Council request that the Stratford General Hospital put the Township of Perth South donation towards purchasing equipment and further inform the Township what equipment was purchased.

THAT the Report titled Delegation Request for the ROMA Conference January 2022, dated November 16, 2021, be received for information; AND FURTHER THAT Council direct staff to prepare and submit a delegation request for the ROMA conference to the Minister of Finance regarding MPAC.

That Council receives the Clerk's Update report for information.

THAT the Report regarding the Council Payroll – October 2021, dated November 16, 2021, including total payroll of $4.679.10 be approved.

That Council receives the request for a report drain for the Russell Municipal Drain; and that Council appoints Spriet Associates to prepare a report on the proposed drainage works.

THAT the Report regarding the Mayor’s Monthly Activity for the month of October 2021, dated November 16, 2021, be received for information.

That By-law 65-2021 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
