That the Council agenda dated September 21, 2021 be approved as circulated.

That the Consent Agenda Items 6.1 to 6.13 be received as information and that the regular Council minutes of September 7, 2021 be adopted.

That the council meeting be adjourned at 7:04 p.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for zoning by-law amendment for the property located at 1007 Road 164A in the Township of Perth South

T hat the Public Meeting pursuant to Section 34 of the Planning Act concerning application for zoning by-law amendment for the property located at 1007 Road 164A in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 7:21 p.m.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment 55-2021 submitted by Donna & Murray Barber affecting lands described as West Boundary Concession, Part of Lot 23, Blanshard Ward, Township of Perth South (1007 Road 164A).

T hat the 2020 Township of Perth South audited financial statements presented by Seebach & Company be received for information.

That the St. Marys Healthcare Foundation - Hospital Renewal Project presentation be received for information and the financial grant request be forwarded to the 2022 budget deliberations.

T hat the update on PC Connect by Maggie Martin be received for information.

That the Drainage Superintendent update report be received for information.

That the Director of Public Works update report be received for information.

That Council receives the 2020 Financial Information Return for information.

That Council approves executing the 2021 library agreements for Stratford Public Library, St. Marys Public Library and Huron County Public Library.

That the accounts payable listing dated September 17, 2021 for the period September 4 to 17, 2021 in the amount of $1,198,932.38 be approved.

That the Capital Year to Date report be received for information.

That the CAO/Treasurer update report be received for information.

That Council received the report, dated September 21, 2021, regarding Road Safety and Speeding; and further that Council authorize the purchase of two radar speed signs and one spy with a total net cost of $11,802.12; and further that the purchase be funded through the Service Delivery & Efficiency Reserve Fund.

THAT the Report regarding the Council Payroll – August 2021, dated September 21, 2021, including total payroll of $3,446.03 be approved.

That the Clerk's update report be received for information.

THAT the Report regarding the Mayor’s Monthly Activity for the month of August 2021, dated September 21, 2021, be received for information.

That By-law 55-2021 being a by-law to amend the Township of Perth South Zoning By-law for the property located at 1007 Road 164A be given first, second, and third readings, and be properly signed and sealed.

That By-law 57-2021 being a by-law to authorize the execution of a Cost Sharing Agreement between the Corporation of the Township of Perth South and 2794848 Ontario Limited be given first, second, and third readings, and be properly signed and sealed.

That By-law 58 -2021 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
