That the Council agenda dated August 10, 2021 be approved as circulated.

That Consent Agenda items 6.1 to 6.25 except 6.14 and 6.22 be received for information and that the regular council minutes of July 13, 2021 be adopted.

That Council of the Township of Perth South does hereby appoint the following members to sit on the Court of Revision for the Wiseman and Paynter Municipal Drain 2021 : Councillors Sue Orr, Jaime Martin and Bill Jeffrey.

That the Council Meeting recess at 9:35 a.m. in order to convene a Court of Revision relating to the Wiseman and Paynter Municipal Drain 2021

That the Court of Revision for the WIseman and Paynter Municipal Drain 2021 does hereby accept the recommendations of Brandon Widner of Spriet Associates and further, does hereby confirm the drainage assessments as outlined in the Revised Assessment Schedule received August 9, 2021.

That the Court of Revision relating to the Wiseman and Paynter Municipal Drain 2021 is adjourned and the Council Meeting reconvenes at 9:40 a.m.

That the Council of the Township of Perth South accept the recommendation of George Verkeyken of Spriet Associates to award the tender for the Wiseman and Paynter Municipal Drain 2021 to Clarence Carter & Sons Ltd. in the total amount of $110,175.00 including HST.

That the council meeting be adjourned at 9:44 a.m. in order to convene a Public Meeting pursuant to Section 34 of the Planning Act concerning an application for zoning by-law amendment for the property located at 4258 Line 20 in the Township of Perth South.

That the Public Meeting pursuant to Section 34 of the Planning Act concerning application for zoning by-law amendment for the property located at 4258 Line 20 in the Township of Perth South be adjourned and the regular Council Meeting reconvene at 9:50 a.m.

THAT the Council of the Township of Perth South APPROVE Zoning By-law Amendment 53-2021 submitted by Kathryn Ritsma on behalf of Van Nes Farms Ltd. affecting lands described as Lot 7, Concession 8, Downie Ward, Township of Perth South (4258 Line 20).

That the Perth South Committee of Adjustment approve Minor Variance Application A06-2021, subject to the following condition: 1) That the Owner apply for and obtain a building permit from the Chief Building Official, within 2 years of the date of Notice of Decision from the Committee of Adjustment.

THAT the Council of the Township of Perth South receive the report entitled Application for Consent to Sever (No. B29-21) by Ben Waghorn on behalf of Remco & Karen Brinke (purchasers from owner Bonnefield Farmland Ontario IV Inc.) affecting the severed lands described as Concession 9, Part of Lot 16 and Lot 17, Blanshard Ward, Township of Perth South (5321 Line 4) dated Tuesday, August 10, 2021 prepared by the County Planning Department, for information; AND THAT Council of the Township of Perth South recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B29-21) subject to the 6 conditions listed in the report.

That Council for the Township of Perth South receives the second quarter operational reports for the Sebringville and St. Pauls Drinking Water Systems as presented by Sean Beech of the Ontario Clean Water Agency.

That Council receives the CBO update report for July 2021 for information.

That Council receives the Drainage Superintendent Update report for information.

That Council receives the Director of Public Works Update report for information.

That the accounts payable listing dated August 6, 2021 for the period July 10 to August 6, 2021 in the amount of $205,381.34 be approved.

That the CAO/Treasurer's update report be received for information.

That the report Property Taxes Receivable as of December 31, 2020, dated August 10, 2020, be received for information.

That the 2021 Budget Variance report be received for information.

That the Clerk's update report be received for information .

THAT the Report regarding the Council Payroll – June 2021, dated August 10, 2021, including total payroll of $4,495.98 be approved.

THAT the Council of the Township of Perth South receive the report entitled Flag Pole Installation Quotes, prepared by the Clerk, dated August 10, 2021 for information; AND That Council awards the quote to install 4 new flag poles to Hometex Flags & Banner Corporation in the amount of $10,712.40 including HST.

That Council receives the request for a report drain for the Sparling Municipal Drain; and T h a t Council appoints Spriet Associates to prepare a report on the proposed drainage works.

That the Mayor's Update report for June 2021 be received for information.

That By-law 53-2021 being a by-law to amend the Township of Perth South Zoning By-law for the property located at 4258 Line 20 be given first, second, and third readings, and be properly signed and sealed.

That By-law 54 -2021 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
