That the Council agenda dated March 21, 2023 be approved as circulated.

That consent agenda items 6.1 to 6.18 be received for information and that the regular council minutes of March 7, 2023 be approved.

THAT the Township of Perth South Committee of Adjustment receive the report dated March 21, 2023 prepared by the Planner entitled Minor Variance Application No. A01-2023 Jeffrey and Monique Reijnen, affecting lands described as Part Lot Lot 16, Concession 5&6 (5427 Perth Line 8) Blanshard Ward, Township of Perth South; AND THAT the Perth South Committee of Adjustment APPROVE Minor Variance Application No. A01-2023 to permit a livestock barn for cow operation (calf barn) with the following MDS II setback: - A setback of 265 m (approximately 869.4 ft) to the residence on Part Lot 14, Concession 4 with the following two conditions: 1) That the owner/applicant complete construction of the proposed structure within 1 year from the date of decision to the satisfaction of the Chief Building Official, ensuring that the approved variance applies only to the proposed calf barn structure, and which is to be situated as illustrated with the application; 2) AND That the owner/applicant construct the proposed structure in the location as identified on the plan submitted with the application.

THAT Council receive for information the report on the Housekeeping Zoning Amendment to amend the zoning provisions related to surplus farm severances in the Perth South Zoning By-law and refer back to staff for further review.

THAT Council receives the “2023-2027 Joint Accessibility Plan” report; and THAT Council approves the Perth County 2023-2027 Joint Accessibility Plan.

That Council receives the Perth County Forestry Program presentation for information.

That the Director of Public Works update report be received for information.

That the Drainage Superintendent update report be received for information.

That the Township of Perth South award the 2023 Dust Suppressant Tender PW 2023-02 to Da-Lee Dust Control in the amount of $197,509.54.

That Council approve the rental of a John Deere 5090E from Total Rentals at a cost of $6,000.00 plus taxes.

That the accounts payable listing dated March 17, 2023 for the period March 4 to 17, 2023 in the amount of $1,242,228.08 be approved.

Nes That the 2022 Statement of Remuneration and Expense Report, dated March 21, 2023, be received for information.

THAT the Report regarding the 2023 Budget Consultation Survey Report, dated March 21, 2023, be received for information.

THAT the Council of the Township of Perth South receive the report Court Security Prisoner Transportation Program – 2023 Funding Agreement, dated March 21, 2023; AND FURTHER THAT Council authorize the Mayor and Clerk to execute the Agreement between the Township of Perth South and His Majesty the King in Right of Ontario as represented by the Minister of the Solicitor General to secure provincial funding allocation for 2023 under the Court Security and Prisoner Transportation Program administered by the Ministry of Community Safety and Correctional Services.

That council enter into an agreement with Stantec to do a study of flood modelling of Perth Road 120A in the amount of $35,000.00.

THAT the Report regarding an Update on Planning Applications, dated March 21, 2023, be received for information.

That the Clerk's update report be received for information.

That the Report regarding the Council Payroll – February 2023, dated March 21, 2023, including total payroll of $4,871.25 be approved.

THAT the Report regarding the Mayor’s Monthly Activity for the month of February 2023, dated March 21, 2023, be received for information.

That By-law 9-2023 being a by-law to adopt, confirm and ratify matters dealt with by resolution of the Township of Perth South be given first, second, and third readings, and be properly signed and sealed.
